Summary: The commenter is asking for specific technical details and safety protocols regarding interlocking shutdowns, signal aspects, and ATC protection during construction. The following comments are made in response to LIRR letter number LRRPTC-FRA-049 dated 05/21/2026 as reproduced in FRA-2010-0031-113:
Item (5) re: "a complete description of proposed changes..."
Will the interlockings within the CZ remain in service for the entirety of the work? If not, what is the anticipated schedule for interlocking shutdowns.
During the period when interlockings are in service, what signal aspects can be displayed? With ACSES disabled how will a stop signal at an interlocking be enforced.
If an interlocking is removed from service,, how will a train receive authorization to proceed through the IL? How will the route be ascertained and protected?
Item (9)- "Whether safety of the operation will be affected..." LIRR in its response states "Full ATC protection will be afforded to trains operating through the CZ area at all times except for the short duration of signal cutovers."
Comment what is the schedule and expected duration of those cutovers? During the cutovers, will interlockings remain in service (see previous comment)? During the periods when ATC protection is not available, how will safe separation of trains be enforced? How will speed reductions both signal and civil generated be enforced? During the ATC outages, will the locomotive engineer and/or conductor to cut out any portion of the train control apparatus? Will the crew then be required to restore the disabled portion(s) to operating status? If so how will the crew receive permission to cut out/in the ATC? Will the permission be recorded, manually or electronically, on the record of train movements?
General comment: How will roadway worker protection, and in what forms, be established and protected? Are there any hand-operated switches in the CZ? If so, how will proper alignment be protected?
