Summary: The commenter supports the exemption application for DACA recipients to obtain Commercial Driver's Licenses. They argue that DACA recipients are qualified due to their education and that granting them licenses would help address manpower shortages in transit and school districts.
This is a step in the right direction. DACA Recipients should be exempt from the final rule overall because they are able to prove they graduated high school or obtained a GED, therefore, establishing their English proficiency and knowledge of road regulations. DACA recipients should be eligible to obtain a CDL Class B as they have done so in the past. Many transit agencies are struggling with manpower, as well as school districts and other employers due to the fact that these jobs are very thankless and undesirable. We can hope only hope and pray that FMCSA will do the right thing and allow many affected individuals to continue their professional skills to ensure continuing transportation of members of our community.
