The process is also cumbersome, and very few motor carriers are aware of the actual process
The SPE should only be necessary if a CMV driver loses a limb, or the 100% use of a limb, while already holding a CMV and wishes to return to CMV operations. IT SHOULD NOT BE REQUIRED OF THOSE WHO HAVE LOST A LIMB, AND OBTAINED A CMV POST INJURY. The CMV driver in that case has already proven themselves by passing a CDL road test administered by their resident state, which is under federal guidelines
