Many high intensity headlights prevent me from seeing what is in the path of my car. I cannot see if there are obstructions or even pedestrians in the road due to the blinding effect of HID/LED lights from oncoming vehicles. I cannot even see their turn signals until I am passing them because the headlights overwhelm anything else. There must be a limitation on the blinding effect of these lights for the safety of pedestrians and drivers.
