all i really want is for the testing to be revamped. there needs to be parameters included to account for road imperfections. they are currently tested by putting a small rectangle of light sensors in front of the car while parked, and everything outside of this little rectangle area is allowed UNLIMITED BRIGHTNESS.
that's stupid enough, but they also GAVE THE TEST TO MANUFACTURERS. so manufacturers see how easy it is to cheat, and just aim the LEDs (very aimable lights) in every direction except towards the light sensor. the result: low beams today are brighter than high beams of yesterday. the mishandling of testing has created this problem, and it can't be fixed without correcting this first.
the testing should be done with the car on a movable rig that can jostle it around to simulate road imperfections. there should also be a hard cap on brightness for low beams, which you would think already exists, but it actually doesn't (except for the little rectangle).
