I live in the Greater Seattle Area, and with the sky getting cloudy, some cars are switching on headlights, but they look like high beams on a flat ground and causing strong glare even under a cloudy daylight time, and honestly I can't even tell if they are at low beams or high beams. Nearly half of the cars I'm seeing this issue are Tesla; however, not every Tesla shows the issue. Some of them seem to be Mazda. Meanwhile, I'm not sure if this is caused by using the same headlights for low beam and daylight running lights.
