Generally, e-cigarettes (such as VAPE) and "smoking-related products regardless of nicotine content" are socially understood to be luxury goods, similar to coffee and tea. However, among all luxury goods, those that only have harmful effects on the body are classified as "smoking-related products regardless of nicotine content."
This document addresses, from a medical and scientific perspective, concerns about the health hazards posed by ENDS Flavor Solutions for the FDA.
