Summary: The commenter, an expert with over 30 years of experience in critical infrastructure vulnerability assessment, supports the Interim Final Rule as a necessary expansion of authority for local and correctional agencies. However, they argue that the rule's centralized structure and lack of funding create systemic fragilities and propose several "concrete fixes" to improve scalability, funding, and speed of adaptation.
I submit these comments with more than thirty years of boots-on-the-ground experience assessing vulnerabilities for critical infrastructure, including post-9/11 work for the City and County of Denver. I have evaluated unmanned systems threats across air, land, and sea domains. I built, hacked, and crashed prototypes to understand their weaponization potential firsthand. I support the Interim Final Rule as a necessary expansion of authority under the SAFER SKIES Act. Local and correctional agencies need tools to counter cartel drops, prison smuggling, event threats, and infrastructure probing. The previous federal-only model left them legally and practically disarmed. The framework moves in the right direction. It does not yet match the speed, adaptability, and asymmetry of the threat environment. Please review the attached.
