My name is Stacy Holland, owner of Premier Resources Express, LLC. My firm provides janitorial, general maintenance and specialty chemicals nationwide.. I support streamlining the FAR — but not at the cost of the mandatory small-business protections these rules remove. I support streamlining the FAR to prevent constant overspending charged by large businesses and abuse of funding — but not at the cost of the mandatory small business protections these rules remove. The protections being removed are the reason a firm my size can compete at all. As a SWAM and Micro business, we strive weekly to obtain contracts, foster lasting relationships, acquire new contacts and overall exposure to Federal agencies. We find bidding opportunities on sams.gov and unison marketplace. Collective bidding or quoting can take up to two weeks to prepare ensuring the best options for the client. If the guaranteed 15-day “SHALL” notification head start be modified to a 10 day “MAY” verbiage on smaller purchases, we would lose most of the opportunities that require attention, research and competitive pricing. Eliminating timeframes cripple small businesses, like myself, due to sizing and necessary resources to compete with larger firms. As a SWAM/Micro business owner, I do the market research options to grow the business competitively within the Federal government and its entities. Without the required market research, buyers would likely default to incumbents of large businesses that charge higher pricing and provide NO personalized service or correct material causing even more funding waste! Even under the current regulations, most federal agencies do NOT provided award preferences to small business, women-owned, micro or veteran-owned businesses. The current government data specifically shows a discrepancy of $93 - $107 billion dollar federal contracting for women-owned businesses’ alone. Stop hollowing out the current policies to meet your new narrative and support of large businesses. Small businesses are the backbone and heart of each local area, especially those in close proximity to major government agencies. Women own approximately 40.6% of all businesses in the U.S., accounting for over 14 million companies. These firms employ nearly 13 million people. The proposed changes harm ALL small business operations by hiding contract opportunities and making small business inclusion optional through massive loopholes by quietly locking out both newcomers and seasoned businesses of SAM.gov. The government speaks of transparency and the growth of small business, however, by removing small business safeguards to eliminate competitiveness, local economic growth and the American Dream is simple not an option with the proposed FAR changes.
