Summary: The commenter is requesting an exception to the requirement to post presolicitation notices for individual call orders issued under Blanket Purchase Agreements (BPAs) exceeding $20,000. They argue that because BPAs are already established, there should not be a requirement to post notices for these specific orders.
Please add an exception to the presolicitation notice under RFO FAR 5.101(b) to include orders being issued under Blanket Purchase Agreements. Exceptions include orders being issued under requirements contracts, task order contracts, and delivery order contracts, but does not include call orders being issued under established BPAs. Per RFO FAR 12.201-1(e)(3)(ii), Contracting Officers for BPAs are required to ensure maximum competition by establishing additional BPAs, if practicable. There shouldn't be a reason why we're required to post presolicitation notices for individual call orders over $20,000.00.
