Only 19 people in the United States have died over 10 years in certain viral diseases caused by mosquitoes. This absolutely should NOT HAPPEN. DO NOT genetically modify mosquitoes and release them into the United States. I understand you are worried about using repellent and poisons to kill the bugs, but the bugs are killing the people. Do NOT do this!
