PROPIN CONFIDENTIAL FAA-2026-4489-0001 RIN 1018-BI38 Docket: NMFS-250411-0064 DECLARATION OF FINAL RULE BOEING MODEL 757-200 SERIES SPECIAL CONDITIONS ENFORCEMENT I am Requesting the Approval and Enforcement of this Direct Final Rule, under the Federal Aviation Administration, the Department of Transportation, the Department of Homeland Security Secretary and Directives, the Department of Justice and Attorneys General, the Administrator of the Environmental Protection Agency, the Department of War and Navy Department. and All Agency Actions for duties, on my behalf and under the Administrative Procedures Act as amended, as Civilian Personnel of the Federal Government Executive Administration and Veteran of the Air Force Reserve, by authority of the Reorganization Act of 1939 and enactment of Executive Order 8248, dated September 8, 1939, to carry out the Executive Office and it's defined functions, and the Approval the the Endangered Species Act as amended for the purposes of take for the safety, security and well being for myself and family members for necessary Special Conditions. Effective 07/14/2026 for immediate effect upon review, by my Oath of my affirmation by reference of incorporation by association and import, for my Approval, Authority, and voluntary Consent to carry out Our Missions, with the Approval from the Directors of OMB and Secretary of the Department of the Treasury, the Chairman of the Department of Commerce, the Secretary of the Department of Agriculture, the Secretary of the Department of State, the Secretary of the Department of Interior, the Secretary of the Department of Energy, the Secretary of the Department of Health and Human Services, Fish and Wildlife Services, National Park, and the Head Quarters.
