The estimated burden for this information collection request is too low. Despite a notice that KSAs are not required, the FAA continues to use KSAs as a routine part of the hiring process and has not taken any action to eliminate the use of KSAs and the immense burden it creates for applicants. Hiring managers within the FAA routinely score applicants against the KSAs, with the highest scores only being provided if the applicant provides multiple, detailed examples. This puts many public and inexperienced internal applicants at a disservice because they don't realize the hidden requirement.
The request is not to update the estimated burden, but for the FAA and Heather Fernuik to finally eliminate from the FAA the KSA hidden requirement. It should not take hours to apply for each position.
