Summary: Matthew T. Keefe, a former F-15E weapon systems officer and flight evaluator, supports the rule change. He argues that the change will expand the US flying talent pool by recognizing the qualifications of experienced aviators who already possess the necessary knowledge for flight procedures.
As an F-15E and EX weapon systems officer with over 2000 hours, I agree with the intent of this rule change.
As a previously qualified F-15E flight evaluator and instructor, the USAF granted me the authority and qualification to conduct evaluations of F-15E pilot instument emergency procedures in the simulator, in spite having no FAA or equivalent pilot qualification or instument rating. Yet, F-15E WSOs must still meet all the same requisite knowledge and testing as pilots, and are a value added crew member.
This rule change would provide a boost to the larger US flying talent pool with highly trained and experienced aviators.
