Summary: Matthew T. Keefe, a former F-15E weapon systems officer and flight evaluator, supports the rule change. As an F-15E and EX weapon systems officer with over 2000 hours, I agree with the intent of this rule change. As a previously qualified F-15E flight evaluator and instructor, the USAF granted me the authority and qualification to conduct evaluations of F-15E pilot instument emergency procedures in the simulator, in spite having no FAA or equivalent pilot qualification or instument rating. Yet, F-15E WSOs must still meet all the same requisite knowledge and testing as pilots, and are a value added crew member. This rule change would provide a boost to the larger US flying talent pool with highly trained and experienced aviators.
