I would like to suggest that in view of the growing popularity of personal UAV operation that the National Forests be opened in appropriate areas through the establishment of Drone Heads. Similar to Trail Heads a user would need to register, reserve and pay a fee to operate a limited number of drones (UAV) at a time. A portion of the fee could be set aside as an insurance premium against potential damage. Overflights would be within strictly regulated boundaries and violators could face fines and potential confiscation of aircraft.
