I would like to suggest an amendment to the current regulations requiring a PIC to contact a ATCT if a sUAS is operated within 5 miles of an airport, paved runway, heliport or seaplane base of operation only if the sUAS is flown higher than 200ft. Most, if not all, operations I intend to carry out would require a sAUS to travel no higher than treetop level that would under no practical circumstances present a danger to any kind of manned aircraft. In the unusual circumstances where I may be required to operate a sUAS higher than treetop level I would still be able to operate within a 200ft ceiling. Most, if not all, operations would also be carried out within the boundaries of a property line, with almost all operations not even requiring the need to move the sUAS from a stationary point somewhere above or near to the building I need to photograph. In the event I did need to fly the sUAS around the building to shoot video footage I would use an Orbit function available within the app used to control the sUAS via the CS to set a maximum radius that does not take it above the property of any neighbors. So, to summarize. A flight plan that does not exceed 200ft should not require permission from a ATCT providing the sUAS is flown within the property boundaries surrounding a building or buildings.
