The proposed regulation is overly restrictive and will greatly affect the freedom and advancement of hobbies flying all classes of aeronautic models. For example, a child is expected to be vetted by TSA??? Or as a hobbyist in a rural area, I cannot fly FPV beyond my unaided eye site. There does need to be regulations, but not this restrictive. Specifically, the following should be stricken or changed in this "proposed" regulation: Visual line-of-sight (VLOS) only (IN URBAN AREAS); the unmanned aircraft must remain within VLOS of the operator or visual observer. At all times the small unmanned aircraft must remain close enough to the operator (IN URBAN AREAS) for the operator to be capable of seeing the aircraft with vision unaided by any device other than corrective lenses. Pass an initial aeronautical knowledge test at an FAA-approved knowledge testing center (TO FLY IN URBAN AREAS) Be vetted by the Transportation Security Administration. (STRIKE THIS!) Be at least 17 years old. (THANKS FAA, SO MUCH FOR CHILDHOOD FLIGHTS! - STRIKE THIS) FAA airworthiness certification not required. However, operator must maintain a small UAS in condition for safe operation and prior to flight must inspect the UAS to ensure that it is in a condition for safe operation. Aircraft Registration required (same requirements that apply to all other aircraft). (SUCH OVERKILL. HOW WILL THIS WORK? HOW MUCH WILL PAY TO GET REGISTRATION FOR A $500 MODEL?) There should be some common sense applied to there "proposed" regulations instead of restrictive government policies. Just a Tax Payer who is also likes to fly as a hobby model airplanes and quadcopters as first person view.
