Re: Docket EPA-R04-OAR-2025-0305 I am writing in support of EPA's approval of North Carolina's request to remove vehicle emissions testing requirements in Forsyth County and the other affected counties. One of the strongest reasons to support this change is that many counties throughout North Carolina have operated without emissions testing requirements for years while continuing to comply with federal air quality standards. Residents in those counties have not been required to undergo emissions inspections, and there is no evidence that extending the same policy to the remaining counties would negatively impact air quality. This proposal promotes fairness for North Carolina residents. Drivers in some counties have been paying additional fees and spending extra time obtaining emissions inspections while many other counties have not been subject to the same requirement. If air quality data supports the removal of emissions testing, residents in all qualifying counties should be treated equally. In addition, modern vehicles are significantly cleaner and more technologically advanced than those on the road when emissions testing programs were first established. Onboard diagnostic systems can identify emissions-related issues, and vehicle owners receive alerts when repairs are needed. These advances reduce the need for mandatory annual emissions testing. Removing this requirement will save North Carolina residents time and money while maintaining compliance with federal air quality standards. Regulations should reflect current conditions and current science, and this proposal does exactly that. I respectfully urge EPA to approve North Carolina's request and finalize the removal of vehicle emissions testing requirements in Forsyth County and the other affected counties.
