Climate Risk Analytics, LLC (CRA) submits these comments in response to the Request for Information on Energy Conservation Standards for Distribution Transformers (Docket EERE-2026-BT-STD-0133). CRA is a Delaware LLC (UEI Y53RMKG3BKC9, CAGE 1ASL8) headquartered in Washington, DC, specializing in domestic, resilient energy infrastructure. Our flagship HOOP Tri-Generation Energy Storage System is 100 percent U.S.-made, MIL-STD-901E certified, and delivers simultaneous electricity (750 kW), cooling (250 to 300 tons), and hot water (50 to 85 degrees C) from waste heat or excess renewables with 75 to 85 percent round-trip efficiency and 10,000 plus cycles using a non-flammable medium with zero fire risk and no dependence on lithium, amorphous steel, or GOES cores.
HOOP directly mitigates the national security, domestic manufacturing, and supply-chain constraints in the April 20, 2026 Presidential Determination. Each unit reduces transformer loading by serving critical loads (data centers, industrial, mission-critical) in grid-arbitrage or island mode. One container powers the equivalent of four homes for 40 days or sustains critical infrastructure for weeks with zero diesel, expanding U.S. surge capacity without foreign transformer materials.
Responses to Key Issues:
Issue 1 (National Security): Compliance pathways relying on amorphous steel increase foreign dependence. HOOP eliminates this for served loads by providing on-site tri-generation and bypassing incremental transformer demand during peaks or emergencies.
Issue 2 (Special Hardship): Smaller utilities and data-center operators face capital and timeline burdens. CRA offers No-Money-Down Shared-Savings leases (zero dollars upfront, pay from verified savings) and 5-year prepaid leases at 100,000 dollars per year with priority deployment - both IRA- and Buy-American-aligned.
Issue 4 (Supply-Chain): Data-center demand has lengthened transformer lead times. HOOP offsets this while delivering 67 percent plus tri-generation efficiency. Systems are U.S.-made (over 80 percent domestic content) and deployable by helicopter, crane, or forklift within hours.
Issue 11 (Domestic Content): HOOP is 100 percent Made in the USA with MIL-STD-901E certification and over 80 percent domestic materials. We face none of the metallurgical or trade-barrier constraints affecting steel-core transformers. Scaling HOOP expands U.S. manufacturing and jobs.
Issue 14 (Defense Readiness): The adopted standards risk impairing surge capacity. HOOP enhances it: units can be stockpiled or airlifted for autonomous microgrids without diesel or extra transformer dependence. We recommend DPA section 303 purchase commitments and priority-rated orders for HOOP at defense-critical sites.
Issue 17 (Recommended Actions): DOE should (1) issue DPA section 303 commitments for tri-generation systems that reduce transformer demand; (2) create a fast-track pathway for domestic non-battery resilience technologies; (3) partner with CRA for immediate pilots; and (4) recognize tri-generation efficiency as a qualifying metric.
