Please do not weaken this rule. It is not constitutionally suspect, and if it were there would be narrower ways to amend it. It is very hard to shop for airfares when misleading prices are quoted. If I can't buy the product for the price advertised, that's deceptive. The amount of time that I and other consumers lose due to misleading pricing is significant. And ultimately, I purchase fewer goods and services when I cannot understand the full price. If one airline misleads me, and I don't learn that their price was not real until I have spent some time and effort, I likely will not go back and click through on other airlines (even if they may turn out not to be using misleading pricing). Because I can't trust the price quoted, I may just decide not to buy.
