The proposed updates to the DS forms would impose a significant administrative burden on panel physicians without directly advancing the primary purpose of the immigration medical examination, which is to determine whether applicants have medical conditions that could pose a threat to public health in the United States. Additionally, requiring metabolic panels, additional laboratory testing to detect conditions that are already endemic in the U.S: and other ancillary testing would substantially increase the cost of the immigration medical examination for applicants, potentially creating unnecessary financial barriers without a clear public health justification. The proposed documentation of tattoos, scars, and other physical markings is unrelated to the applicant's medical fitness or public health risk. Such requirements fall outside the traditional scope of the immigration medical examination and may divert resources and attention from clinically relevant health assessments. Any additional requirements should be carefully evaluated to ensure they are evidence-based, directly related to public health objectives, and proportionate to the intended purpose of the immigration medical screening process, without unnecessarily increasing the administrative and financial burdens on panel physicians and applicants.
