I strongly oppose the broad net cast by the new Memorandum of Understanding. Common items such as coins should not be subject to importation restrictions. These were produced primarily for commerce and circulated widely, are the produce of multiple cultural influences, and are not exclusive to one modern nation state even if some were found within those modern borders. Also, the burden should be on the state to provide evidence that coins were obtained illicitly and collectors importing coins from legitimate dealers should not have to prove their provenance, especially for inexpensive pieces.
