Restrictions placed on the movement of material through MOUs are fundamentally ineffective at doing anything but create more confusion as well as delegitimizing a market that already recognizes and shuns illegally procured material. Trying to plug a hole in the illegal market does not mean that the illegal goes away--this can only be achieved by recognizing the legitimate market and enlisting its understanding to help plug such holes. This is like finding a leak in a ship and trying to fix it by patching the sails.
