This section supplements the internal employee movement section in 82 FR 52104, which states that an employee’s pay may be increased through the AcqDemo Contribution-based Compensation and Appraisal System (CCAS). This paragraph adds that within-broadband pay increases may be granted outside the annual CCAS cycle to address mission needs, reassignment, or sustained high levels of contribution. It goes on to state that an increase may be granted when a reassignment results in a significant increase in complexity, responsibility, or authority, or for other compelling reasons. This entire section should clearly state how internal within-band pay increases may happen (i.e., through CCAS, reassignment, on existing position, etc.)
