Summary: The commenter argues that the proposed action's reference to Science and Technology Reinvention Laboratories (STRLs) personnel demonstration project plans is confusing and complicates the AcqDemo authorities. They request that the section be revised to remove the link to STRL authorities to prevent potential misuse or misunderstanding within the AcqDemo community.
The SUMMARY section of the FR indicates: "...This action amends and modifies the existing Federal Register notice by adopting, by reference, certain provisions from the Department’s Science and Technology Reinvention Laboratories (STRLs) personnel demonstration project plans, where consistent with AcqDemo’s statutory authority." The reference to the STRL authorities is confusing and more complicated. AcqDemo could define similar authorities without reference to the STRLs. The STRLs have the ability to modify authorities and linking any AcqDemo authority to the STRL authority would cause confusion and possible misuse/misunderstanding in the AcqDemo community. The section needs revised to remove attachment to the STRL authorities.
