The New Flexibilities section specifically mentions STRL demo authorities and FRN numbers and indicates adoption from these sources. There is no authority for AcqDemo to adopt from STRLs. Rather AcqDemo may write specific authorities like what STRLs have but not specifically adopt them. This section needs revised.
