Title: Active-Duty Service Members

I am Requesting the Approval of the Active-Duty Service Members agency information collection under the Department of War, Office of the Director of Administration and Management, Privacy, Civil Liberties and Transparency Directorate, Regulatory Division, for my Exception for the Application of the ADA's Integration Mandate and Olmsted v L.C., 527 U.S. 581 (1999), on my behalf and under the Administrative Procedure Act as Amended, for the violations of unjustified segregation of people with disabilities as app[lied to segregated employment settings and facility-based day programs. This includes Violations of prohibiting a public entity from discriminating directly or through contractural licensing or other arrangements, on the basis of disability for failing to comply with Title II of the Americans with Disability Act to assure equality of opportunity, full participation, independent living, and economic self-sufficiency, to gain financial independence to move proudly into the economic mainstream of American life, per the violations as applied to segregated employment settings and facility-based day programs. To provide individuals with disabilities opportunities to live their lives like individuals without disabilities, as my Doctor prescribed to me upon my original auto-immune disease diagnosis in the year 2001. The implementation and enactments of the Developmental Disabilities Assistance and Bill of Rights Act, requiring the establishment of the P & A system to protect and advocate for individuals with developmental disabilities and the Protection and Advocacy for Individuals with Mental Illness Act, expanding the mission of P & A to include protecting and advocating for individuals with mental illness.
I am Requesting the Assistance, Legal Actions and Legal Support of the Department of Justice, Chief of Counsel, the Attorneys General, the Special Counsel, etc., under The Americans with Disabilities Act authorization to provide technical assistance to individuals and their entities, who are Civilian Personnel of the Federal Government, shall have the rights herein and such responsibilities under the Act to participate by this written statement to request the Department Attorney's handling the Enforcement Action to apply its binding statutes and legislative rules the force and effect of law by cases Perez v. Mortgage Bankers Ass'n, 575 U.S. 92, 97 (2015) quoting Shalala v. Guernsey Mem'l Hosp., 514 U.S. 87, 99 (1995) binding statutes of Kisor v. Wilkie, 139 S. Ct. 2400, 2420 (2019)
for the plurality opinion quoting of Perez, 575 U.S. at 97. For the Legal assistance for Inclusions from 1985 to present, all briefs filed by the Solicitor General, except responses to IFP cases. From 1993-1996 and 1986-1990 Solicitor General merits briefs and responses. From 1982-1985 Solicitor General merits briefs resolving Civil Matters, Privacy Rights, Civil Liberties of discriminatory activities against myself and family members, for the Enforcement In Order, to maintain and enhance health and readiness. Effective 07/06/2026 for immediate effect upon review by the Department of War and the Navy Department, Department of Transportation, the Department of Homeland Security, HUD, FBI, Veterans Affairs, Park Service, the Directors of OMB for their Approval, confidentiality of Federal Register publication, by my Oath of my Affirmation by reference of incorporation by association and import, my Authorization, Approval, voluntary Consent, to authorize the Department of Justice for Legal Actions and Enforcement In Order, the Authorization to the Department of the Treasury Secretary, to carry out duties for enforcement actions and all purposes of the Justice for Civil Rights and Civil Rights Disability Rights assurance of equal opportunities and inclusion.
Please accept my Final Decision of Rule Making Policy under the Administrative Procedure Act as amended, to carry out the Robert T.
