Keeping it important to that can report about copyrights and own owned work and keep it safe. But if there are fee what have to pay i think it's better to be free to make report about infringement or another cases. If and when copyrights are own it should be free to make those. But site copyright site is pretty good and clear to understand. And easily can register own work. Or anything else. It's good to have well and easily understanding sites.
