Premium Tax Credits need to be on a sliding scale that is income based. If somebody makes $1 over the limit to receive a PTC they get zero while the person making $1 less than the limit basically gets "free" health insurance. The PTC "floor" income also needs review as some states did not expand Medicaid to low income workers.
