Declaration of Final Rule for Enforcement of Public Interest Determination
I am Requesting the Approval of the rules and provisions of under the Commodity Futures Trading Commission, and for the Exemptions from the Application and this written request to the Commission to expressly authorize this grant for Exemption under the Wall Street Transparency and Accountability Act of 2010, the Commodity Exchange Act as amended to set out factors the Commission shall apply in this determination to be made to the CEA, the Gramm-Leach-Bliley Act, and the Dodd-FrankWall Street Reform and Consumer Protection Act, subject Agreement, Contract, or Transactions under the Investment Company Act of 1940 and commodity pool formed or operated, on my behalf and as the appropriate person, under the Administrative Procedures Act as amended, for the appropriate regulatory protections for the information should be restricted and constitutes a trade secret or could result in material competitive harm. Effective 07/26/2026 for immediate effect, by my Oath of my affirmation by reference of incorporation by association and import, for my Approval, Authorization, voluntary Consent, Sole-Discretion, Rule Making Policy for the SpecialRule for Review and Approval of event contracts and swap contracts subject to Congress' exclusive jurisdiction over transactions involving swaps and contracts of sale of a commodity for future delivery, under the Securities Exchange Act of 1934, the enactments for any and all regulation of rules as, in judgment of the Secretary of Agriculture's authorization to accomplish the purposes of Section 4 of the Future Grains Act as amended to incorporate the National Yeomen F. Act authorizing the registration of future commission merchants, and floor brokers, the fixing of fees and charges therefor, for the promulgation of rules, regulations and orders, including the implementation of Executive Order 13175 dated November 9, 2000, shall be effective immediately. No proceeding shall be abated by reason of any amendment to the Grans Future Act made by the Act, but shall be disposed of pursuant to this Act. This written statement shall serve as my Self Certification as an Eligible Contract Participant to the CFTC Commission and the Securities Exchange Commission may by rule, regulation, or order jointly exclude any agreement, contract, or transaction by determination that the exemption would be consistent with the public interest, and by an entity and the appropriate person by the Commission to be appropriate in light of their financial or other qualifications, or the applicability of appropriate regulatory protections.

Notwithstanding Rule 3 of the Budget Scorekeeping Guidelines set forth in the joint explanatory statement of the committee of conference accompanying Conference Report 105-217, legislation enacted in section 505 of the Department of Transportation and Related Agencies Appropriations Act, 2001, section 312 of the Legislative Branch Appropriations Act, 2001, titles X and XI of H.R. 5548(106th Congress) as enacted by H.R. 4942 (106th Congress), division B of H.R. 5666 (106th Congress) as enacted by this Act, and sections 1(a)(5) through 1(a)(9) of this Act that would have been estimated by the Office of Management and Budget as changing direct spending or receipts under section 252 of the Balanced Budget and Emergency Deficit Control Act of 1985 were it included in an Act other than an appropriations Act shall be treated as direct spending or receipts legislation, as appropriate, under section 252 of the Balanced Budget and Emergency Deficit Control Act of 1985. In preparing the final sequestration report required by section 254(f)(3) of the Balanced Budget and Emergency Deficit Control Act of 1985 for fiscal year 2001, in addition to the information required by that section, the Director of the Office of Management and Budget shall change any balance of direct spending accordingly.
