To whom it my concern, I am a volunteer at a small syringe exchange program in California and I am writing to express my concern over the revisions related to the National Survey of Syringe Exchanges. It is my understanding that these revisions claim to include a 35 minute survey, however the proposed questionaire is not displayed. This 35 minute survey may take much more effort for smaller syringe exchanges such as the one that I volunteer with. I also have concerns that this survey will not differentiate what counts as a program leading to misleading national data. I also have concerns that the confidentiality of programs will not adequately be protected. The syringe exchange I work with is approved by the county and has a diverse funding network, but not all programs have this protection. It is important that the CDC is explicity about how programs will be protected from breaches of conidentiality and law-enforcement. Even though we are supported by the county, we are still cautious of how law-enforcement may illegally interfere with our services and our participants making confidentiality critical.
