The use of public rangeland for bison recovery has been a tremendous success story for conservation since the days of Teddy Roosevelt, across all administrations, irrespective of party. This success should be celebrated and built upon - bison are the symbol of the American plains and the frontier spirit of our country. This rule as proposed makes the job harder and seems to ignore the good citizenship and stewardship of American Prairie, in particular. It should be reconsidered.
