Summary: Bobby Riggs opposes the proposed modifications to oil and gas royalty regulations, arguing that they prioritize the oil and gas industry over other land uses, reduce bonding amounts for taxpayers, and strip local land managers of their discretion regarding wildlife conflicts.
The proposed changes prioritize oil and gas above all other uses. The oil and gas companies already hold leases for much more land than they are able to utilize. These leases take away the land from all other uses for years to come. The changes would drastically reduce the bonding amounts. Instead, we need to increase the bonding amounts so that taxpayers are not left responsible. The proposed reduction in comment periods is an insult to citizens being allowed to participate in decisions that affect us all. Taking away land managers' discretion to remove parcels due to conflict with wildlife takes away authority from people who know the needs of their local areas and gives it to faraway bureaucrats. Thank you, Bobby Riggs
