Dear ATF, please finalize RIN 1140-AA88 I strongly support this proposed rule. ATF's zero-tolerance enforcement policy has caused serious harm to law-abiding gun dealers and their communities. I work part time at a pawn shop, and we buy, sell, transfer many firearms a month. We double and triple check our 4473’s and we still find errors or omissions. People make mistakes and it deeply concerns us because of this ‘zero tolerance’ rule. If something falls through the crack, we don’t know what ATF will do. Please help us out. The legal standard of willfulness exists to protect good-faith actors. I urge ATF to finalize this rule and end the zero-tolerance policy permanently. RIN 1140-AA88 Thank you, Felix De La Garza
