I strongly support this proposed rule. ATF's zero-tolerance enforcement policy has caused serious harm to law-abiding gun dealers and their communities. Honest clerical errors due to zero-tolerance enforcement has reduced access to firearms and services in my community, for no good reason. The legal standard of willfulness exists to protect good-faith actors. I urge ATF to finalize this rule and end the zero-tolerance policy permanently. RIN 1140-AA88.
