Summary: The commenter supports the proposed rule to define "willfully" for firearms violations, arguing that the current zero-tolerance enforcement policy harms law-abiding gun dealers and reduces community access to firearms. They advocate for a standard that protects good-faith actors.
I strongly support this proposed rule. ATF's zero-tolerance enforcement policy has caused serious harm to law-abiding gun dealers and their communities. The loss of local FFLs to zero-tolerance enforcement has reduced access to firearms and services in my community. The legal standard of willfulness exists to protect good-faith actors. I urge ATF to finalize this rule and end the zero-tolerance policy permanently. RIN 1140-AA88.
