Summary: The commenter supports the proposed rule to define "willfully" for firearms violations, arguing that the current zero-tolerance enforcement policy harms law-abiding gun dealers. They advocate for a standard that protects good-faith actors and notes that the current environment has caused local gun stores to close.
I strongly support this proposed rule. ATF's zero-tolerance enforcement policy has caused serious harm to law-abiding gun dealers and their communities. My community gun store closed their doors in fear of all weaponization it felt from the government. It just wasn’t worth it to them. Now I must travel additional miles to visit a gun store. The legal standard of willfulness exists to protect good-faith actors. I urge ATF to finalize this rule and end the zero-tolerance policy permanently. RIN 1140-AA88.
