I strongly support this proposed rule. ATF's zero-tolerance enforcement policy has caused serious harm to law-abiding gun dealers and their communities.
I find this rule unduly burdensome. Typos or other mistakes on a 4473 should not cost the dealer their license. In my case, I was born in Cincinnati, and having not lived there for over 50 years, keeping track of the number of n's and t's in the word gets a bit tricky. But under current law, a simple misplaced letter is justification to deny the sale AND revoke the dealers license. This is wrong.
The legal standard of willfulness exists to protect good-faith actors. I urge ATF to finalize this rule and end the zero-tolerance policy permanently. RIN 1140-AA88.
