The proposed rule is a good change. Compliance with the many regulations related to firearms maintenance, especially, puts quite a burden on the smallest of small business - typically one or two tradespersons working with limited administrative support. Providing a consistent definition of "willfully" allows regulators and law enforcement a consistent way to approach potential violations, most of which are administrative in nature.
