I strongly support this proposed rule. If zero-tolerance enforcement was used on our government it would be a rough road to go. The government is always making some sort of mistake. No entity can be totally free of error. That is just a fact. I think the Zero-tolerance law is the type of law those in charge use to weed out FFL’s they don’t like. There should be Methods / Procedures testing records going back in time and to current date , that would substantiate a system of meaningful bad acting and the legal standard of willfulness exists to protect good-faith actors. I urge ATF to finalize this rule and end the zero-tolerance policy permanently. RIN 1140-AA88.
