Dear ATF, please finalize RIN 1140-AA87 with the following condition;
I support this proposed rule. ATF's regulatory authority must be limited to what Congress has actually authorized, and the GCA does not require FFLs to distribute paper Youth Handgun Safety Act notices with every handgun sale. However, I do want it mandatory to make the firearm purchaser aware of the YHSA, and confirming their awareness somehow. Example: Having the purchaser check a box on the 4473 confirming this fact.
