As an ordinary citizen, I support this proposed rule to eliminate the paper Youth Handgun Safety Act notice requirement for FFLs. The substantive protections of the YHSA remain fully intact, ensuring that the law’s core goals—preventing unauthorized access by minors—are preserved. Removing the paperwork obligation would deliver several practical benefits. For small FFLs operating on thin margins, every hour spent on duplicative notices represents time and resources diverted from actual inventory management, customer education, or safety training. Many dealers already provide far more effective, personalized guidance on safe storage and youth access than a standardized government form can achieve. This change could also improve the overall customer experience by streamlining the purchasing process. I encourage the ATF to finalize this sensible update. It demonstrates a commitment to focusing regulatory efforts on what Congress clearly required, while removing burdens that offer diminishing returns for public safety. RIN 1140-AA87.
