I support the proposed rule. How can 3 letter government agencies impose regulations that have no statutory basis. ATF's regulatory authority must be limited to what Congress has actually authorized. The GCA does not require FFLs to distribute paper Youth Handgun Safety Act notices. I support eliminating mandates and impose costs without improving compliance. This rule correctly removes an unauthorized administrative add-on. I urge ATF to finalize it. RIN 1140-AA87.
