I support this proposed rule. ATF's regulatory authority must be limited to what Congress has actually authorized, and the GCA does not require FFLs to distribute paper Youth Handgun Safety Act notices with every handgun sale. This is simply regulatory overreach. And more waste in the form of paper and ink that has to be paid for to print these forms that are not actually required. The YHSA's substantive provisions remain in effect. This rule correctly removes an unauthorized administrative add-on. I urge ATF to finalize it. RIN 1140-AA87.
