Summary: An individual gun owner supports the proposed rule to remove the Youth Handgun Safety Act notice requirement. The commenter argues that the ATF lacks the authority to mandate these notices and that they create unnecessary costs and complexity without improving safety.
I support this proposed rule. ATF's regulatory authority must be limited to what Congress has actually authorized, and the GCA does not require FFLs to distribute paper Youth Handgun Safety Act notices with every handgun sale. As a gun owner who values constitutional government, I support ATF removing requirements it lacked authority to impose in the first place. This rule has added unnecessary costs, compliance complexity and waste. Those that would break the law and provide firearms to youth will ignore such notices, and adults are responsible for understanding law. The YHSA's substantive provisions remain in effect. This rule correctly removes an unauthorized administrative add-on. I urge ATF to finalize it. RIN 1140-AA87.
