Pass this rule. It is a step in the right direction. More clarification like this is always better than vague language that can't be clearly understood. In the future perhaps even better, more clearly defined language with clear numerical indicators can be made. Defining a "bright line" so that everyone can clearly understand where they stand benefits everyone.
