I am writing to OPPOSE the proposed rule RIN 1140-AB01. Unlicensed sellers are not required to conduct background checks or maintain transaction records, creating pathways for criminal actors and straw purchasers. This is not a simplification of existing law, this would exploit loopholes making it far easier for bad actors to purchase and traffic weapons. I have lived in rural Haiti for 28 years and illegal gun trafficking is a root cause of the internal displacement of 1,500,000 people on a population of 12,000,000. A decade ago gangs used to throw rocks; now they are better armed with military grade weapons than the Haitian Police. Thank you for taking into consideration this important objection to this proposed rule change.
