Subject: Comment in Support of Permitting Valid Concealed Carry Permits in Lieu of Redundant Background Checks To Whom It May Concern: I am writing to submit formal comments regarding the proposed rulemaking referenced above. As a licensed Concealed Carry Weapon (CCW) permit holder in the State of California, I strongly urge the agency to adopt or maintain provisions that recognize a valid, unexpired concealed weapons permit as a qualifying alternative to additional, redundant background checks. The administrative burden and rigorous vetting required to obtain and maintain a concealed carry permit should be fully recognized under federal regulations. In jurisdictions like California, the issuance of a CCW permit is predicated on: * Exhaustive Background Investigations: Applicants undergo thorough criminal history checks, fingerprinting through state and federal databases, and ongoing monitoring. * Demonstrated Responsibility and Judgment: The permitting process rigorously vets an individual's legal compliance, character, and adherence to public safety standards. Requiring individuals who have already cleared these comprehensive vetting processes to undergo additional, duplicative background checks for firearm transfers is an inefficient use of regulatory and law enforcement resources. A valid, unexpired CCW permit serves as real-time evidence that the holder remains in good standing with law enforcement and has already demonstrated the highest standard of legal compliance. Conclusion For these reasons, I advocate for policy frameworks that honor state-issued concealed carry permits in lieu of additional background checks, provided the permit remains valid and unexpired. This approach maintains rigorous public safety standards while eliminating unnecessary bureaucratic redundancies for demonstrably law-abiding citizens.
