I write in favor of this rule. It is a step in a positive direction-the fewer regulations and obstacles in the way of citizens rights, the better. It saves time and taxpayer dollars by reducing redundancy. Additionally, NICS is known to produce errors- a citizen who has gone through the vetting/process of aquiring a state license, can be more accurate than a NICS check.
