I support the proposed revisions to the regulations governing ATF Form 4473. These changes appear to be a practical effort to modernize the firearms transaction process while preserving the background checks, eligibility requirements, and recordkeeping responsibilities already required by federal law. I particularly support allowing greater use of electronic Forms 4473, electronic notices, auto-populated information, and attached copies of supporting documentation. Responsible FFLs should be able to use modern technology to improve accuracy, reduce repetitive data entry, and maintain organized records without being burdened by outdated administrative requirements. These improvements may also reduce unintentional clerical errors while allowing licensees to spend more time ensuring transactions are completed accurately and lawfully. I also support providing greater flexibility for verifying a purchaser’s residence and extending the timeframe in which a completed Form 4473 and NICS background check may be used. These changes recognize real-world circumstances, including military members, individuals with multiple residences, customers whose identification may not reflect their current residence, and transactions that cannot always be completed immediately. Overall, this proposal appears to maintain the safeguards intended to prevent prohibited persons from acquiring firearms while making the process clearer, more efficient, and better aligned with current technology. Effective regulation should protect public safety and promote lawful compliance without creating unnecessary administrative burdens for responsible FFLs and lawful firearm purchasers. I support the proposed revisions and encourage ATF to move forward with these practical modernization efforts.
